We already have a National Guard, which has been equal to the tasks assigned to it for the duration of our history.
It appears Obama is setting up a Schutz Staffel, which has already arrogated to itself the right to violate the Fourth Amendment at will, including setting up checkpoints anywhere and any place it pleases, even for cars and buses, and to grope small children and old people wearing diapers.
Members of our military swear to protect and defend the Constitution. What is the oath sworn by DHS members? Who are they? What are they being taught? It would seem to me that any serious military mind tasked with protecting the freedom of Americans has to have a contingency plan for protecting us from our own government. Their task is not to protect the government, per se, but our SYSTEM of government, which, if violated, is no longer something they are tasked with defending.
The Joints Chiefs of Staff, if it is serious, has to have plans for a naked power grab by Obama (or any other future leader). If I ran the DIA, I would also assign assets to certain segments of the power elite, including the Rockefellers, and all members of the Federal Reserve I could identify. There are stories out there that need to be told.
Edit: I will add that I did mean the Defense Intelligence Agency. The CIA has in my view been corrupted almost beyond repair. I have no idea the state of the DIA, but it would seem to me not entirely unreasonable to hope there is a greater proliferation of liberty minded patriots.
We will only keep our freedom if we remember that tyranny has been the rule over most of the Earth, for most of its history, and that many elements of our intelligentsia and political elite OPENLY talk about vitiating the rights guaranteed in the Constitution.
If I were DIA head, I would also dig up samples of the World Trade Center rubble and test for thermite. Assuming I found it, I would then cocoon a group–hide them–to see if they could figure out who the coconspirators were.

How about this nifty bill that Rangel introduced a couple of weeks ago that would "require all persons in the United States between the ages of 18 and 25 to perform national service, either as a member of the uniformed services or as civilian service in a Federal, State, or local government program or with a community-based agency or community-based entity"?

That actually does not bother me perhaps as much as it ought to. I have proposed similar things myself, with the VERY important condition that the States, not the Federal Government, run them. Prior to World War I or so, our national "military" was very small, and when we needed to fight major wars, it was cobbled together from various State militias. I think a return to that system would be warranted. I think we need to stop being the world's policemen, need to stop having numerous carrier fleets out at all times, and need to cut our expenditures greatly. We spend some multiple annually on defense of what the rest of the world spends COMBINED.
Further, our society lacks rights of passage. I have heard many old timers complain that all kids nowadays would benefit from a year or two in the Army, and I tend to agree–although if people don't want to shoot guns, I could see a place for the development of crisis response teams as a de facto extension of FEMA and the National Guard, again, run by the States, with their funds, as they choose.
What concerns me about the DHS is that it reports solely to Obama, ultimately, and it is equipping itself as a virtual army. They bought 2 BILLION bullets. They bought targets of ordinary citizens: pregnant women, children. They bought nearly 3,000 tanks.
In 2008 Obama called for a private army, and now he more or less has it. All he needs now is a crisis to impose martial law.
Perhaps the single most important part of our system of checks and balances was the 10th Amendment, which was specifically intended to prevent the sorts of encroachments on State sovereignty that have become routine since FDR.
To gain national power you have to have national authority, and such authority was by design greatly diluted in the Constitution. It is only due to the cowardice and corruption both of Congress and the Supreme Court–particularly the Supreme Court–that this situation even became possible.
